A Record of Results

Peri Pourier | South Dakota House of Representatives | 2019–2026

Eight years of service. A record you can verify.

Since first taking office in 2019, I've worked to protect our communities, strengthen public safety, improve opportunities for families, defend property rights, and build stronger relationships between South Dakota and our tribal nations.

Legislating requires persistence, cooperation, and the willingness to work across political differences. No one passes legislation alone. Every successful bill requires colleagues, partnerships, and the support of people willing to help solve problems.

I believe public service should be measured by the work we do, the results we deliver, and our willingness to keep fighting for the issues that matter.

My Legislative Record by the Numbers

2019–2026 | Eight Regular Legislative Sessions

  • 463 total legislative sponsorship entries, including bills, resolutions, and commemorations.

  • 30 prime-sponsored bills.

  • 299 co-sponsored bills.

  • 130 sponsored bills signed into law, including 4 prime-sponsored bills and 126 co-sponsored bills.

These figures reflect official South Dakota Legislature sponsorship records. Co-sponsorship represents participation in a legislative team effort, not sole authorship or sole credit.

Major Legislative Accomplishments

1. Establishing the Missing and Murdered Indigenous Persons Liaison Office

2021 | HB 1199 | Prime Sponsor | Signed Into Law

I prime sponsored legislation establishing South Dakota's Office of Liaison for Missing and Murdered Indigenous Persons.

The legislation created an important state-level resource to improve coordination and response involving missing and murdered Indigenous people.

What this means for families: A dedicated office focused on an issue that has devastated Indigenous families and communities for generations.

2. Protecting Private Property Rights

2025 | HB 1052 | Co-Sponsor | Signed Into Law

I joined fellow legislators and landowners in supporting legislation prohibiting the use of eminent domain for pipelines built primarily to transport carbon oxide.

Property rights matter. Farmers, ranchers, and families deserve protection against the taking of private property for covered pipeline projects.

What this means for families: Stronger legal protections for private land, agricultural livelihoods, and future generations.

3. Expanding Tribal Access to Criminal Background Investigations

2026 | HB 1175 | Prime Sponsor | Signed Into Law

I prime sponsored legislation revising the authority of the South Dakota Division of Criminal Investigation to cooperate with tribal governments on criminal background investigations.

This legislation strengthens the ability of tribal governments to conduct important employment and position-related background screenings.

What this means for families: Better tools for tribal governments to screen people serving in positions of trust and responsibility, especially where public safety and vulnerable populations are concerned.

4. Strengthening Government-to-Government Relations

2025 | HCR 6011 | Prime Sponsor | Adopted

I prime sponsored a resolution urging respect for government-to-government relationships between South Dakota and tribal nations.

Respect for sovereignty, honest communication, and meaningful cooperation are essential to solving problems affecting our shared communities.

What this means for families: A formal legislative statement supporting stronger relationships and greater respect between governments.

This was an adopted resolution, not a statute.

5. Improving State Policies Affecting Tribal Communities

2026 | HB 1232 | Prime Sponsor | Signed Into Law

I prime sponsored legislation establishing principles that covered state agencies must consider when administering programs affecting tribal members residing on reservations.

What this means for families: Greater consideration of tribal communities when state agencies make decisions about programs affecting reservation residents.

6. Updating Tribal Tax Agreement Provisions

2026 | HB 1233 | Prime Sponsor | Signed Into Law

I prime sponsored legislation modifying provisions governing tribal tax-collection agreements.

What this means for families: Updated legal provisions supporting the administration of tax agreements between state and tribal governments.

The Work Continues

Not every bill I introduced or supported became law. Some proposals encountered opposition, required additional work, or did not receive enough support to pass.

But important issues don't disappear just because a bill fails.

My legislative efforts have also included:

  • Improving Indian education and supporting the incorporation of Oceti Sakowin history and cultural understandings.

  • Strengthening protections for Indigenous children and families.

  • Seeking additional resources for Missing and Murdered Indigenous Persons investigations.

  • Advocating for adequate public safety funding on tribal lands.

  • Protecting access to water and preserving important cultural and historic resources.

  • Addressing financial barriers faced by people participating in the 24/7 sobriety program.

These represent legislative proposals and continuing advocacy, not additional enacted laws.

My Commitment

I have never believed that public service should be about getting credit or collecting titles. It is about doing the work.

Sometimes that means introducing legislation. Sometimes it means helping a colleague advance a good idea. Sometimes it means bringing people together who would otherwise never sit at the same table.

And sometimes it means continuing to fight for an issue even when the first attempt fails.

My commitment remains the same: Show up. Build relationships. Protect the people. Get things done.
